I definitely don't like the idea either though. Seems too stalker like. Not only that, but I really don't care where my friends are at unless I am wanting to meet them somewhere and they are a half hour late, and even then I don't think I'd care to know their exact details.

Is there a way to dissable the GPS chip in new phones without making them unusable?

I'm sure there is. Unfortunately it's not true GPS, it's "GPCS", uses beacons from the stationary cell towers to locate the phone. That location packet is sent back into the network to track the location of the phone.

Given that, the circuit that handles the location is probably just software in the phone. Might have to reprogram the entire phone itself to get rid of it.
