It's not about glorification. It's a picture back to the OT about the Israelites wandering in the wilderness but in the light of the relationship of the NT life. Among the elect today, as has been since the inception of the church, many are still wandering so to speak and have not entered into the Lord's rest. Many of the elect are saved yet not really living in the life they've been saved for. Did God save the Israelites from the Egyptians? For sure. Did they all make it into the promised land? Nope. God has and will save his elect but that does not mean they are really living where they should be.
