Unfortunately it's not true GPS, it's "GPCS", uses beacons from the stationary cell towers to locate the phone. That location packet is sent back into the network to track the location of the phone. Given that, the circuit that handles the location is probably just software in the phone. Might have to reprogram the entire phone itself to get rid of it.
