My cutoff point was when they could start forming coherent sentences. Before that it was just pure annoyance.

At home he has the occasional crying fit, but usually if I keep him fed on schedule, diaper changed often, and 2 naps a day there are no problems (except, of course, when trying to put him to bed while he has a head cold. He wakes up coughing, then cries because he has no idea why it's so hard to breathe)
The only time he's cried in public was when I brought him to dinner at Montana's with some friends and family. The stupid hostess sat us right next to the door to the kitchen (even though there were several other empty tables away from noise and other customers) & every time the staff would come out ringing that bell and yelling because they were headed to the table of someone having a birthday, he'd wake up and cry.
