Back when carb's where the norm, they needed to be warm in the winter so they didn't use cross-flow heads. Now they do, but the the Jeep's engine design is fairly old and they probably just didn't change it. If it ain't broke, don't fix it. Rotaries have it on the same side because it would be impossible to put it anywhere else with this design.
