Now, if he were bitching about his bike being hit, the guy being black would have been irrelevant. But, because he is looking for witnesses, the man being black would be important. The last thing you want is someone going, "Oh yeah, I remember that, it was a blonde chick." He wants someone who can PLACE THE GUY at the SCENE.

when you claim stuff through insurance your rates go up, and you typically end up paying back to them what they gave you through the rate increase.

The difference is one way they call it his fault and he has to pay a deductable and his rates go up. The other way they cover it and he pays nothing else.
