Hurricane Katrina has destroyed the state of Louisiana's budget and they're getting ready to lay off police officers and firemen in the former New Orleans. Two hospitals will need to be demolished because they are deathtraps. The state apparently now has a $1 billion deficit; they're wondering how they will pay the rescue workers who first responded to the damage.
