Try an army surplus store. Most military vehicles are coated in paint designed to (somewhat) disperse their IR signature

you don't have army surplus stores? How the hell else do people get those badass t-shirts with eagles and barbwire on them?

There's a bottom panel in my laptop that's starting to loose it's factory paint and it gets real hot. So I was thinking that repainting it with some paint that dissipates heat would help (a little).

For that application, all you'd need is high-temp paint like the spraycan stuff they sell @ Home Depot to paint BBQs & stoves

the guy that does my ceramic coating uses this paint to disperse heat.

I almost did my engine block, but for some reason that i can't remember i didn't.

maybe it is losing the paint because it is hot, not hot because it is losing paint. How about you go get a can of air and spray the areas around your processor. Especially your fan
