Disclaimer: I'm not defending the folks looting for profit.
Until we either evacuate them, or bring in food and drinkable water, more people will set their morals aside. If people literally have to steal in order to eat, it's gonna get worse. I'm aware that there is some food and water coming in, but it's nowhere near enough.
