It is possible that it is a joke, But they have had the search down for a bit to help with the forum being slow. Getting rid of the off-topic fluff might let them turn the seach back on.

its a running gag they like to pull (especially Brittany) where they shut the forum down for a couple hours and put up a message saying they are down forever.
they have shut down the offtopic section before and it didnt turn out very well so im highly doubtful they would do this again
